ترجمەی درخواست ..


ببخشید من این چند روز گرفتار یک بحث برای پالتاک در مورد باصطلاح انتخابات آزاد در ایران و  پیشنهادهای خانم شیرین عبادی و آقای ناصر زرافشان و حمله احتمالی آمریکا به ایران و چگونه می توان از جنگ جلو گیری کرد و همچنین بر رسی تقاضای نماینده یکی از سازمانهای حقوق بشر در کانادا در رابطه با 185 مجاهد سابق که در کمپ رومادی بسر می برند، بودم. بهمین دلیل نتوانستم به نامه تو زودتر پاسخ گویم. فرزند عزیزم اگر این نامه خوب باشد، در نتیجه ابتکار و زحمت خودت است و آن کسانی که در این راه گام برداشته اند، خواهد بود. من با تمام نکاتی که اضافه کرده اید موافقم و آنهائی که با خط سرخ نوشته ام تقریبا درست تر اند و یا آلترناتیوی هستند. بقیه کارها را می گذارم به عهده ی خودتان. منتها فراموش نکن که این آقای رئیس سازمان ملل یک کره ی جنوبی و تا مغز استخوان ضد کمونیست است. آیا به صلاح است که عضویت خودت را در خزب کمونیست بنویسید. اگر اصرار دارید که باشد، بنطر من عضویت در همان کومله کافی است ولی من اختیار را بخودت می گذارم. ما همه می خواهیم که نتیجه مثبت بگیریم و نمی خواهیم همانند گذشته خود را فدای غرور خودمان بکنیم. من در حقیقت زجر می کشم، هنگامی که این جمله خود سانسوری را می نویسم، ولی حتا در باصطلاح پیشرفته ترین سیستمهای جهان انسان برای رسیدن به حق بر حق خود باید دست به خود سانسوری بزند، آیا این را می توان دمکراسی نامید؟ بهر حال رویت را از دور می بوسم و آرزوی موفقیت برایت دارم. خالو گلمرای                       هایدلبرگ 17 دسامبر 2007

واقعا با خواندن متن ترجمه‌ آنچنان خوشحال شدم که‌ از شادی در پوست خود نمیگنجیدم، واقعا دستت درد نکند، مطمئنا این به‌ عنوان یک سند و منشور حقوقی مردم یارسان رو به‌ جامعه‌ی جهانی باقی خواهد ماند و بدون شک با در دست داشتن چنین سند پر محتوا و جامعی هر یارسانی شریفی میتواند به‌ هر سازمان و جریان حقوق بشر و انساندوستی مراجعه‌ کند و این خواستها را به‌ عنوان خواستهای اساسی مردم یارسان مطالبه‌ نماید. من با خواندن متن متوجه‌ی یک سری کمبود شدم که‌ خودم نیز در متن فارسی تا اندازه‌ای فراموش کرده‌ بودم. من با عرض معذرت در جاههای که‌ احساس کمبود میکنم با توضیح میدهم تا متن تکمیلتر شده‌ و برای انتشار و ارسال آماه‌ شود. بدون شک این متن اولین در نوع خود رو به‌ جامعه‌ی جهانی خواهد بود، بدین دلیل لازم است کامل و جامع باشد.  در ضمن این متن را میتوانیم بصورت یک پتیشن در بیاوریم که‌ هر کس مایل بود با نام خود آن را امضا کند. این متن بایستی به‌ عنوان یک سند ماندگار باقی بماند. من مقداری به‌ متن اضافه‌ کرده‌ام که‌ بصورت آبی نوشته‌ام، که‌ نیازمند تصحیح کردن است.  در بند اول نیز یک جابجایی انجام دادم تا جا برای گنجاندن درخواست داشتن نماینده‌ در سازمان ملل در بند یک باز بشود، چون خیلی از اقلیتهای ملی ومذهبی چون بهاییان بومیان کانادا و غیره‌  در سازامان ملل نماینده‌ ناظر دارند که‌ در صورت لزوم مورد مشورت قرار میگیرند. در این صورت ما نیز میتوانیم چنین درخواستی را بکنیم. در بند ادعای خسارات نیز تنها نبایستی به‌ خسارت جنگ ایران و عراق محدود بماند بلکه‌ به‌ جنگ ایران علیه‌ مردم یارسان، آوارگی، کشتار و خسارات زیست محیطی نیز اشاره‌ بشود. بار دیگر از زحمات شما متشکرم، من هم موافقم که‌ بایستی با ذکر عناوین و القاب به‌ خود سند صورت رسمی داده‌ بشود. و این سند قبل از ارسال به‌ امضاء تعداد بیشتری برسد. بعد از تکمیل اگر لازم باشد در همین یکشنبه‌ من از طریق پالتالک برای گردآوری امضاء در رابطه‌ با آن صحبت خواهم کرد.

Dear Mr Ban Ki-moon

We respectfully wish to bring to your attention the suppressed Yarsani people of Iran. Yarsan is also known as Ahl-e Haqq.

This basically Kurdish religious group is one of the oldest minority faith community in the Middle East and Mesopotamia, which after 800 years under Islamic rule and extreme oppression is still alive in Kurdistan. Historically, adherents of the Yarsani faith have undergone two kinds of persecution, first on account of their Kurdish nationality (ethnicity) and second on account of their religion. They do not share the Muslim faith of the Iranian majority and do not therefore belong to the Islamic community. As a consequence, they have not been accorded elementary human rights.

If one attempts to find reasons for and the existence of the Yarsanis as a separate, faith group and the long history of subjugation which they have suffered, it becomes clear that their plight is due to the fact that their faith is not Semitic in origin and is not mentioned in the holy book of Islam, the Qur’an.

Over the eight centuries of its existence the Yarsani faith has been the religion of a big part of Kurds who have been repressed by the Muslim majority community in Iran and the Islamic leadership of the country. The minimum penalty for the innocent Yarsani leaders was death. Since the adherents of the faith were always a national religious minority, they could not cry out for their rights. This is still true today. This means that they have increasingly lost even the most simple rights e.g. the right to study and to learn a technical or academic profession. Unofficially, they are not permitted to live outside their mountain area and not permitted to practise their faith or even build a prayer house.

Since political Islam took hold in Iran in 1979, the oppression of this people in all areas of  their lives has significantly increased. Subsequent to the 1979 Revolution and the progressive Islamization of the country, part of the Yarsani population fled and took refuge in Iraq. (The reason was that Islamic regime of Iran launched a massive military attack against yarsanis in form of bombardment, shelling, and mass killing just after taking over the power in Iran. Result of such attacks was destroying of woods, agriculture, and villages which loctated near by military roads. Economical blocade were imposed, and yarsani people had to provide their basic food and needs through smuggleres over boredres between Iraq and Iran. Many yarsani member were excuted and tortured (by or through) Islamic security forces.)
Because they did not wish to abandon their homeland, however, the majority stayed and continue to suffer at the hands of the regime. Even for low level work, they had to follow Islamic law unless they were prepared to lose their livelihood and their only means of support.

The regime has exploited the weak position of the Yarsanis (and forced them to convert to Islam or to remain (stay) depriving from all basic rights) slowly tries to integrate the people, especially the youth, into mainstream Islamic society. They evidently believed that they would thereby be able to make the religion disappear all together within a few years. However, when the government realised that this was not quite so simple a matter, they proceeded to discharge most of the Yarsani teachers from their positions in the education system, if they suspected that they were still loyal to their faith. Any protest against dismissal resulted in arrest and imprisonment. Even those who have technically become Muslim but are Yarsani in origin have no opportunity to obtain government employment. These are just a few examples of the ongoing oppression of this people group. Furthermore, most Yarsanis do not have the opportunity to attend school. Many run away from their home and parents in the hope that they will somehow find work in the big cities. Most of these now live in urban ghettos. If they do not find work they cannot eat. They therefore go to the mosque to perform the Muslim prayers and will then be given food. If they continue to attend and convert to Islam, they know they will be given a place to live and will find work to support their families. The alternative would be starvation.

Subsequent to certain peaceful moves on the part of the Yarsanis to gain some elementary rights, we have obtained,  unofficially,  a copy of a confidential letter from the office of the Governor of the Province of Kermanshah. We attach this for your information. The letter makes it clear that there is an absolute prohibition on the erection of any prayer house for the Ahl-e Haqq (Yarsanis) in any cities of the Province. One should point out that such places are not only for prayer, but also for meeting, for mourning ceremonies and other traditions of the Yarsani people.

The Ministry of the Interior of the Islamic regime supposed that even a peaceful move on the part of the Yarsani would be a threat to Islam. They therefore intent to put a stop such and close all road (avenues) forward for the Yarsanis. At the same time, they are attempting to promote violence between different faith groups in Iran. This would then provide the regime with a pretext to re-establish ‘peace’ by force and further suppress non-Islamic groups. We know very well, for instance, that the regime used this policy against the Gonbadi-Dervish in Qom and in other Iranian cities. They have used it for a number of years too against the Bahai sect and against other religious minorities in Iran. They now want to do the same with the Yarsanis. As we know, the Yarsanis are peaceful and do not fight, yet they do not enjoy the support of people from other parts of the world.

On behalf of the majority of Yarsani people at home and abroad, we condemn the policies of the Islamic regime and protest very strongly against the suppression of the Yarsanis. The suppression is contrary to internationally recognised human rights and the Geneva Convention on Human Rights.   

We therefore appeal to you as Secretary General of the United Nations to intervene and remind the Islamic regime of its responsibilities. We appeal to you:


  1. to recognize Yarsan as an independent faith which should be registered in all international documents and yarsanis should be given a representative place in United nations as other minorities.

  1. to send a UN delegation to the Yarsani region in Iran. For our part, we are ready to arrange  for professional translators with a knowledge of the faith to accompant the delegation.

  1. to exert pressure to end the religious, cultural and ethnic apartheid in Iran so that young Yarsanis have the opportunity to study and to obtain government employment and should no longer be arrested on account of their different faith.

  1. to help persuade the military personnel used in the suppression of the Yarsani to leave the area and end the murder, imprisonment and persecution of the people. Yarsanis should be permitted to build their prayer houses in all cities where there are adherents of the Yarsani religion, so that these can organize meetings and (to schedule and making appointment for the mourning and othere cermonies in …) arrange times of mourning and other ceremonies in such houses.

  1. to make representations to accord the Yarsanis self-determination and allow those young people who were expelled from the university to re-commence their studies.

  1. to encourage the Iranian government to permit the Yarsanis to teach and learn their native language in parallel with the national language of the country and to take responsibility for their own nation (ethnic) and cultural affairs in those areas where the Yarsani are in the majority.

  1. to help ensure that the Yarsanis have a better standard of living, especially with regard to health care and hygiene and furthermore, that any returning refugees are safe.

  1. to lend support to compensation for the damage done by the Iran-Iraq war and imposed war by islamic republic of Iran against yarsanis since 1979 which lead to killing of them, escaping and immigrating many of Yarsanis to other countries. 

  1. to  use your influence to ensure that those Yarsanis who live in and around the cities have a better life and do not have to resort to prostitution, drug dealing or other illegal activities. On other hand being misused by security forces for spying and creating internal disputes to pave way for tribale conflicts.

  1. to assist us in obtaining Yarsani representation in all those organisations established by the regime for religious and ethnic majorities; the Yarsanis should also have a Deputy in Parliament and representation in other government bodies. Here, it should be remembered that over 2.5 million Yarsanis live in Iran

Peace be with you.

With the greatest respect, we enclose Ministry of the Interior Resolution no. 1312/3780, dated 29.06.1386 (September 20th  2007), regarding the suspicious activities of the Ahl-e Haqq sect (Yarsan*) in attempting to re-establish a Jamkhaneh (a place for the performance of religious and cultural ceremonies*). This kind of activitiy has no religious legitimation (Qanoun Sharii) and has no status or support in Islamic law. Any form of  correspondence or the issue of permissions by any of the responsible authorities and organisations should therefore be avoided. Your offices and organisations will be receiving the necessary guidelines and instructions for dealing with this issue.
